Shortage of nurses hits health sector

Shortage of nurses is beginning to tell on the UAE health sector and government hospitals are pushing for more benefits and for the upgrading of the recruitment system to retain the experienced nursing workforce currently available.

The seriousness of the issue can be gauged from hospital statistics. Internationally, the ratio of nurses to patients is set at 1:5, in general, and one nurse to one or two patients at the most for the Intensive Care Unit (ICU) of each hospital.

But, this is not the case in the UAE. One hospital in the Al Baraha area of Dubai has a ratio of one nurse to 10 patients, and in the ICU, one nurse to four patients.

The situation has been so for the past few years as more nurses in this region are tempted to proceed to the United States and the European countries reportedly offering family and immigrant visas in lieu of the usual work visas to experienced nurses and their families.

The UAE has been home to nurses from several countries with 40 per cent of them coming from India, followed by Filipinos 30 per cent and the remaining 30 per cent is shared by local nurses and those coming from other Arab countries. Of the 30 per cent, the local nurses comprise mere 4-7 per cent.

Most of them have spent more than three years in the UAE. But, with the current skyrocketing of prices of basic commodities and the spiralling cost of villas and houses, many have opted to leave the UAE and take up jobs in the West.

Mitzel (not her real name), a Filipino nurse who has been working in Al Wasl Hospital for 17 years, told Khaleej Times that she has been witness to the growth of Dubai from a mainly barren municipality to the modern city with skyscrapers all around.

"When I came here, the government provided me free housing and even food. But, nurses lose their accommodation when they marry. Bringing up our children here has become very difficult as everything is expensive, particularly the flats and villas," she lamented.

She has started looking for jobs in the United States, where most Filipino nurses go nowadays because of lucrative offers, including family visas and relocation allowances.

An Indian nurse at Dubai Hospital, who requested anonymity, said she has been working with this hospital for five years. Yet, she has plans to get a job in London as she is feeling the pinch of high cost of living in the UAE.

"If the situation was the same as five years ago, I would stay on. But, it is different now. Everything is getting expensive and the salary raise is not enough to make ends meet in Dubai," she said.

Dr. Mustafa Al Hashim, Director of Al Baraha Hospital, decries the fact that most nurses coming recently to UAE are just making Dubai as the jump-off point to go to western countries.

He said that as of now, the hospital is trying to rotate all doctors and nurses in their duty to make up with the imbalance in the nurse-patient ratio. However, he is pushing for immediate solution to the shortage of nurses in the UAE as the population continues to grow and compulsory insurance is being introduced by the government.

"Previously, people used to go and buy medicines over the counter without a doctor's prescription. But compulsory insurance is changing this trend. Families are turning to hospitals because they know they have insurance coverage," Dr. Al Hashim added.

The Al Baraha Hospital is a 205-bed capacity. It has 200 nurses and 100 doctors yet it is receiving 200 to 300 emergency patients, 10 to 15 new-born babies daily, and around 500 to 800 daily outpatients.

"This number will continue to swell as more insurance-covered workers come to the hospitals and population in this area increases," he said.

The hospitals in the country, including Al Baraha Hospital, have pushed for more benefits, increased salary and improved recruitment system for the nurses. "This is the only way to keep them," he stressed.

Newcomers, many of them without MoH and DoH certificates, are now being accommodated, even though they are on visit visa to narrow the discrepancy. Again, they told Khaleej Times, they just accept this job to get the required overseas experience required of them by hospitals in the West to get better jobs in the US and Europe.

Recognising the shortage of nurses, health officials said several steps have been taken, including allowing nurses on visit visa to take up jobs in the country.

A senior official from the MoH said that the ministry had taken these steps to meet the shortage in both public and private sectors.

"Nurses are permitted to take the nursing examination of the MoH and take up work in the private sector on conditions," said the official.

Among other steps by the MoH to encourage expatriate nurses to join the workforce in the UAE, is reduction of the number of years mandatory to serve at public sector institutes after graduation.

According to the official, at least 43 per cent of the MoH's manpower are nurses. "There were also not enough nurses being supplied by the internal education sector to meet the country's needs, and only four to seven per cent of the country's nurses are nationals," said the official.

He said the shortage of advanced nursing programmes, combined with outdated nursing curricula, have forced many young nursing students to go abroad for their training, which leads to problems as several of them never return.

Ministry of Economy launches national survey of UAE workforce

His Excellency Sultan bin Saeed Al Mansouri, Minister of Economy, has announced the launch of a national survey on the UAE workforce.

The survey will commence from May 17, 2008 and the results will be used to compile reliable statistics of the workforce in the UAE. The survey will be conducted against a representative benchmark of sample families across the UAE. Relevant data will be collected through field visits to these families, a ministry press release said Wednesday.

Al Mansouri said that the survey complements the initiatives of the UAE government strategy in evaluating the status of the nation's workforce. The Ministry of Economy is implementing the project in association with the Department of Planning and Economy in Abu Dhabi, the Dubai Statistics Centre and other federal and local departments.

The minister explained: "This survey is an important source for determining and identifying the characteristics of the workforce in the UAE. It will give a comprehensive picture of the volume of workforce and their participation in various economic sectors. The survey will also help to identify unemployment rates and create a profile of jobseekers according to social, economic and demographic aspects." He added: The survey is an effective tool to follow up on the shifts in the employment and unemployment rates of UAE nationals and residents. It will also help in identifying the specific reasons of unemployment and help to build a modern database on the UAE workforce." Al Mansouri has urged the public to cooperate with the researchers and invited government bodies to facilitate the mission of the researchers in order to achieve the national project.

His Excellency Rashid Al Suwaidi, Assistant Undersecretary for Planning and Statistics Affairs at the Ministry of Economy, said: "The results of the survey will help to create basic gateways for the planning process in creating new job opportunities and introducing regulatory policies for the labour market".

He said that the researchers are being selected and the representative families for the survey have been identified.

Train and employ nationals

Tanmia, the National Human Resource Development and Employment Authority, recently announced the signing of memoranda of understanding (MoUs) with eight government and private organisations during the Careers UAE 2008 at the Dubai World Trade Centre.

The agreement will help in training and employing over 1,000 nationals in various jobs.

The organisations include the Ministry of Finance, du, Dubai Courts, Lloyds Bank, Barclays Bank, the National Resources Investment and Development Corporation, the National Institute of Vocational and Education and TBC Skyline College.

Etihad Airways launches a new programme for cadet pilots from across the world

Dubai-based Etihad Airways has launched a new programme to attract cadet pilots from across the world to join its expanding flying team.

The new pilot programme, which follows the airline's Emirati cadet pilot programme, has been launched on the Etihad Airways website and has already received more than 350 online applications, according to a company statement here Tuesday.

"Etihad Airways continues to expand its fleet of aircraft and destinations and this latest cadet pilot scheme will greatly support our drive to recruit high calibre pilots to the airline," Etihad executive vice-president Richard Hill said in the statement.

The second of the four national carriers of the United Arab Emirates (UAE), Etihad carried over 4.6 million passengers in 2007, as compared to 2.6 million in 2006.

The airline flies to 43 destinations across the world with its fleet of 39 aircraft and aims to establish a network of 70 destinations by 2010.

"There has been a huge response to Etihad's first advertisements to the cadet pilot programme," Hill said.

The minimum entry age to become a pilot is 18 years, and in order to open the airline's cadet pilot programme up to as many applicants as possible, the airline has increased the maximum entry age from 24 to 26 years.

Following a rigorous selection process, successful candidates will be invited to Abu Dhabi to attend presentations from senior members of Etihad's flight deck crew, as well as undertaking comprehensive skills and aptitude testing plus security and medical checks, the statement said.

Following the conclusion of the assessment phases, 12 cadet pilots will join the Horizon training academy in Al Ain in June.

To complete the Etihad pilot programme, a cadet has to undertake 930 hours in the classroom and 205 hours flying experience in single and multi-engine aircraft as well as Etihad's state-of-the-art simulators.

Etihad's Emirati cadet pilot programme has grown considerably since it was launched in January 2007 and 45 UAE nationals are now training to become fully qualified pilots with the airline.

Part-time work now becoming legal in Dubai

The Dh404-billion ($110 billion) global industry of multilevel marketing, or direct selling, will pry open the Middle East market through an exhibition in Dubai, which now allows people to work part-time.
"With part-time work now becoming legal in Dubai, direct selling can give many people the opportunity to earn extra income, especially women and students," said the Direct Selling Educational Institute (DSEI), in Dubai.

In a statement, DSEI said the Direct Selling Exhibition and Conference would be held on May 18-19 at Dubai's Jumeirah Beach Hotel, with Benjamin Tan, founder of the Direct Selling Association of Singapore, as one of the speakers.

It also said that DSEI was formed under the patronage of Professor Charles King, of DSEI in North America, and in tune with efforts of the Dubai government to legislate the industry.

Poorya Montaseri, founding director of DSEI, said the institute is tasked to "promote the industry, establish professionalism among direct sellers and create a regulatory framework for government approval".

Direct selling is the person-to-person sale of a consumer product or service away from a fixed retail location. This has become a major part of many economies, with annual sales in the US reaching Dh112 billion ($30.5 billion) and Dh82.3 billion ($22.4 billion) in Japan. Source

‘Prepare nationals for jobs, rather than create jobs for nationals’

An official from Emaar Properties PJSC, Dubai, urged the Arab world to “prepare nationals for jobs rather than create jobs for nationals,” at a panel discussion on Tuesday.

Mohamed Ali Alabbar, Director-General of the Department of Economic Development and chairman of Emaar Properties PJSC said this could be done by nurturing ambition, optimism and self-belief among young Arabs.

He was speaking at the ‘Global Talent of the Future’ at the Global Competitiveness Forum (GCF) in Riyadh.

Alabbar said that unless the Arab nations make a concerted and sustained effort to develop their human capital, the region would be a bystander to the global economy.

The Middle East as a whole, he pointed out, has one of the fastest growing and youngest population in the world, with around 65 per cent of the population under the age of 25, which comes to 200 million young people.

“If we can nurture this enormous resource, we’ll enter into an era of peace and prosperity. If we cannot, we face a future of dissatisfaction, unrest and economic decline,” he said.

Alabbar said the key to progress in the region is the participation of Arab youth. “We have large reserves of young talent in the region, a pent-up spirit of creativity and productivity. The extent to which we can tap into our most precious resource will determine our future success.”

Governments, he said, must first make investments in schools, universities and research facilities, while also creating the economic conditions for entrepreneurship to flourish.

The forum was held under the patronage of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz, of Saudi Arabia, and was organised by the Saudi Arabian General Investment Authority (SAGIA).

Dubai most attractive emerging market for top MBA students

Graduate students in European business schools pick the UAE, specifically Dubai, as the most attractive among the emerging markets, although the country has yet to attract the best global talent despite its strong economy, soaring foreign direct investment (FDI) and high oil-export receipts.

"In order to join the ranks of top global companies it is vital that organisations in the Middle East have the ability to attract the world's best management talent," said Dave Robinson, CEO of Hill & Knowlton, stressing that today's MBA students would be among the corporate leaders over the next 20 years.

He described this as a "critical issue" for the region, which needs the best graduate talent in business because it has been adopting aggressive growth strategies and moving towards international industry practices. "The Middle East is in the frontline of the global war for talent," he said.

He stressed that today's MBA students would be among the corporate leaders over the next 20 years, quoting a study that had been commissioned by Hill & Knowlton, an international communications consultancy firm, on 527 MBA students at 12 top US, European and Asian schools.

In a Press statement, the company said that majority of those surveyed did not want to work in multibillion-dollar industries such as oil and gas, pharmaceutical, alcohol, chemicals and tobacco due to their bad reputation in corporate practices.

It pointed out that the study reflects the importance of a company's good reputation, as 73 per cent of the respondents said so. The recent corporate scandals such as bribery and tax evasion that rocked a number of multinational companies in the US and North Asia were greatly responsible for such a decision, it said.

"It is clear that recruiters of top talent will need to provide more than just generous compensation and ample opportunity for growth," Robinson said. "Tomorrow's leaders are overwhelmingly seeking to associate themselves with industries and companies having great reputation."

Publicly traded companies and those owned by venture capital or private equity funds are the most attractive employers for MBA students upon graduation, the statement said, noting that family- and government-owned companies, which are common in the Middle Eat, only attracted a few respondents. Emirates lifts recruitment ban on UL staff

SriLankan Airlines strategic partner and aviation giant Emirates has decided to lift its self-imposed recruitment ban on SriLankan staff following the crisis with the government of Sri Lanka, The Nation reliably learns.
According to aviation sources, Emirates had decided upon entering into its strategic agreement with the government in 1998 to refrain from inducting UL staff into its massive global staff, fearing it would hamper its own business interests in the Sri Lankan national carrier.

However, as of last week, Emirates began to approach senior SriLankan Airlines pilots and engineers, claiming that if any one of them were interested, the Dubai-based airline would welcome them with ‘open arms.’

Emirates which recruits more than 6000 pilots to fly nearly 200 aircraft, pays at least 30-40% more than SriLankan recruits are paid.

According to several senior pilots at SriLankan, with the recruitment ban lifted, Emirates can now poach the best and brightest of SriLankan pilots and engineers, leaving SriLankan strapped for expert staff to run the airline.

Already, SriLankan pilots have resigned en masse due to the prevailing instability at the airline and informed sources claimed that around 40% of the airline’s total quota of pilots could resign before the crisis ends. Source

Young expatriate residents allowed to take up light jobs

The Minister of Labour, Dr Ali bin Abdullah Al Ka’abi, issued a ministerial decision to enable young expatriate residents in the 15-18 age group to join light work activities in the country, according to Yousef Jaafar, Labour Counsellor at the Ministry of Labour (MoL).

The decision opens the door for young expatriates to work temporarily or permanently. They can work part time with a six-month work permit or permanently after signing labour contracts and issuing labour cards, Jaafar said.

The minister ordered the ministry’s Inspection Departments all over the country to monitor the implementation of the decision to protect the rights of the forthcoming young labour force.
The decision does not allow the firms to bring young people from outside the country.
“The decision defined the areas that the young people mustn’t join such as the heavy duty and dangerous works in the contracting and construction sites, roads maintenance, and electricity works. However, they can join light activities such as in restaurants, flower shops, hotels and grocery shops,” added Jaafar.

The employers are not supposed to allow the young people to work over time at all, he said.
The ministry will issue six-month work permits for the young people to enable them to work in the private sector and protect their rights, according to the labour law, such as payment of wages and transportation allowances on time and provision of medical care.

The ministerial decision came after another decision that allowed the students to work only during the summer vacation. However, youngsters can work under the current decision for any period of time during the year. Source

Dubai Airports cancels walk-in interviews

The overwhelming response to the 400-odd positions in Information Technology and Aviation announced by Dubai Airports recently has forced the airport authorities to cancel all walk-in interviews scheduled for today and tomorrow at Al Hisn Private School in the Al Twar area, a press statement said.

“The walk-ins were cancelled following overwhelming response by general job seekers yesterday and also to ensure that the recruitment process was faster and more convenient for applicants,” the statement said. According to the Press statement said, applicants should register themselves online at www.dca.gov.ae and apply for positions advertised on the website. Job-seekers be on guard

Due to the booming economy and rapid development many job-seekers look at the opportunities available in the UAE in various fields.

They read the job adverts in newspapers or magazines in their home countries or on websites of recruitment companies in the UAE who offer jobs in any of the emirates.
Do not fall for advertisements which promise you an easy life, huge salaries and high standard of living, because in most cases such adverts are just a mirage to lure you.
It is important that you first check the authenticity of such companies because some of them could take your money and offer you nothing.
Check with your friends about the job offer and if a work permit is issued check about it through the Residency Department or the labour office.
Read everything carefully before accepting a job offer. If you plan to come here on a visit visa and look for a job, make sure the visa is sent by a reliable person, a friend or a family member. Do not sell your house, land, shop or even your wife's jewellery to pay for the visa. Not everyone gets a job despite months of looking around.
The things to check before coming here after a job offer are the obvious ones: the cost of living here compared to the money offered. Accommodation is not cheap here if the company is not paying the rent.
Some people first come and stay alone for a couple of months before deciding to bring their families here.
The salary might look good on paper and if you work out the exchange rate, but bear in mind the high cost of living. A bachelor sharing an apartment can expect to pay Dh36,000 a year for a small bedroom.
If you bring the family here, the minimum you can expect to pay for an apartment is Dh5,000 per month. School fees for two children will not be less that Dh3,000 per month. Grocery bill will set you back by Dh2,000 a month just on basics.
You will need to purchase a car as public transport still does not cover many areas in the emirates and in some emirates there is no public transport.

Insurance costs
The company will offer you life and health cover, so you need to look for health and life insurance for your family members.
Check whether you and your family are offered air tickets back to your country every year for vacations. If you are offered a job, check the type of visa.
Some companies make you work on a visit visa, which is illegal. This needs to be renewed frequently and you will have to exit the country and re-enter at your own cost.
Be aware that you can only work till you reach 60 years. Only in certain jobs will you be allowed to work here beyond that age, but a special visa is issued which is expensive. Ask who will pay for that visa.
It is very important to know who your employer is; whether it is a government or a private establishment.
Also do not forget the weather here is hot and humid for about six months of the year. Source

Dubai Airports announced more than 400 new job vacancies

As the phase one of the Dubai International Airport expansion nears completion, Dubai Airports announced more than 400 job vacancies yesterday in three divisions, including engineering, aviation and Information Technology.
Interested applicants can report to Al Hisn School, formerly Zayed University, between Monday and Wednesday, from 8am to 10 am along with their resumes.
A large number of the officers and managers would meet the applicants and go through their resumes and fix dates for the final interviews. The available vacancies include posts for higher, medium and lower administrative levels. "The opportunity is available for all those who have the experience and meet the required conditions," he said.
