UAE aviation set to achieve100pc e-ticketing target

The UAE aviation sector is on track to achieve the 100 per cent e-ticketing deadline by the end of the month, but travel agents are expected to continue issuing paper version of the new air ticket details during a phase-in period.

The International Air Transport Association (IATA) had set May 31, 2008 as deadline for all airlines to use e-tickets, the electronic version of conventional paper tickets, as IATA will cease printing paper tickets. This is expected to save the industry $3 billion a year.

As of April, IATA figures showed 91 per cent e-ticketing achievement in the Middle East and North Africa region. Most Middle East carriers are over 95 per cent with only Saudi Arabian Airlines at 84 per cent, but progressing quickly

UAE’s major carriers, Etihad Airways and Emirates achieved 100 per cent e-ticketing about one month ahead of IATA’s deadline and continue to sign interline agreements with travel agents and code-sharing airlines to issue e-tickets.

Keith Longstaff, Emirates’ Divisional Senior Vice-President, Commercial Operations Worldwide said: “Electronic ticketing benefits both the customer and the airline by providing greater convenience, reduced processing time, simplified operations and faster check-in. Customer response has been extremely positive, and today e-tickets have become a norm.”

British Airways has 99 per cent e-ticketing but a spokesperson said paper tickets would be accepted for at least one year from June 1.

Meanwhile, Air Arabia has been using 100 per cent e-ticketing since its inception and Public Relations Manager Housam Raydan said all clients were emailed the details.

“The agent books it online and emails it to the client,” he said. “All the passenger needs is the reservation number and the passport.”

He, however, acknowledged that many clients choose to print the details at home.

Indian Airlines Gulf Regional Manager Abhay Pathak said both Indian and its sister airline Air India, used 100 per cent e-ticketing, but expected printouts to be issued while clients became aware of the product.

“The blue collar segment will be supported by the agents and the process explained,” he said. “Printouts will be provided. It will be cut down eventually.”

Dubai Travel and Tour Agents Group (DTTAG) Manager Leo Fewtrell said the extent to which e-ticketing remained an online process and the reception it received from the public, could not be estimated until after the deadline passed.

Alpha Tours Travel and Holidays General Manager Fabian Fernandes strongly rejected the perception among travel agents that UAE residents were slow to adapt to online travel processes.

Fernandes said clients were already well educated about e-ticketing and had often previously opted for it because incentives made it cheaper than paper tickets.

He said e-ticketing deadline would also see the travel agency launch an SMS (short message service) system in the second week of July to text the details of air travel.

“We will have a new system to SMS ticket details to phones with the itinerary,” he said. “Initially, we will be doing printouts, until July.”

UAE on track to achieve e-justice

Justice Minister Dr. Hadef Al Dhahiri said Thursday that computer softwares had been introduced to facilitate and streamline the performance of the judiciary.

He told the second judicial forum that the goal is to achieve e-justice at the end of the day.

''E-justice allows clients to keep online contact with courts and prosecutions.

This is a testimony of the credibility and transparency of the judiciary,' he affirmed.

''The meeting,which brings chairmen of courts and prosecutions together, is a qualitative step towards greater coordination and consultation between local and federal courts in the service of justice,''he indicated.

Director General of Dubai Courts Department Dr. Ahmed bin Hazem, said the second forum would follow up implementation of strategic judicial, technical and administrative recommendations put forward by the first meeting.

According to him, the one-day meeting will discuss challenges facing the justice sector in the country and recommend solutions to them. WAM

Dubai eGovernment has announced that Dubai Customs has become the 15th government department to join the AskDubai service, an initiative that facilitates interaction between the government and its public through a single point of contact.

Through the AskDubai call centre, the public can enquire about various services offered by Dubai Customs through multiple channels of communication.

AskDubai is a unified, bilingual contact centre connecting to government departments in Dubai through multi channels including a call centre, internet chat, e-mail and fax. It integrates key features of Customer Relationship Management, which has become a crucial component in many IT-enabled customer care services. ADCB, Dubai eGovernment sign partnership agreement

Abu Dhabi Commercial Bank (ADCB) and Dubai eGovernment yesterday signed the Electronic Direct Debit Services Agreement, formalising the bank's inclusion as a direct debit bank for e-payment services relating to Dubai Government.

The signing ceremony was attended by Salem Khamis Al Shair, director of eServices, Dubai eGovernment and Sarie Arar, head of business banking group, ADCB.

Through the BizDirect ePayment System, corporate and retail customers holding an account with ADCB and who have registered in ADCB@ctive, can pay Dubai Government-related fees electronically. Under the arrangement, ADCB customers will need to go to the relevant Dubai Government agency portal, and then select fees payment. Customers will then be redirected to the Dubai eGovernment ePay Gateway, where they will choose 'direct debit' as payment mode followed by selecting ADCB as the paying bank and finally authorising the payment.

Salem Al Shair, eServices director, Dubai eGovernment, said, "Ever since the launch of the direct debit payment system a year ago, we have seen a significant increase in the number of online transactions for government departments. We expect the number of online payment transactions to go up considerably." Source

Bill Gates visits Dubai School of Government

During his visit to the UAE, Microsoft founder Bill Gates met with officials from the Dubai School of Government.
Cooperation between the two establishments was the main topic of discussion during the meeting, in an effort to utilize Microsoft's expertise in the practical implementation of e-government in the UAE and the Arab world in general, as well as enhancing private-public partnerships.

The Dubai School of Government also organized a meeting between Bill Gates and a delegation of Director Generals from the Dubai Government to discuss the Dubai Strategic Plan.

Commenting on the strategy pillars of the plan, Gates highlighted the role of information and communications technology (ICT) in enhancing the quality of government services and operations. He pointed out that technology benefits are not limited to the public sector.

Rather, they affect all vital sectors, including healthcare, where it is now possible for physicians to review the medical history of their patients before diagnosing a sickness, no matter wherever they are.

Gates also emphasized the impact of technology on education, stressing that ICT strengthens students' learning abilities and facilitates access to information through new interactive media.

Nabil Ali Alyousuf, Executive President of the Dubai School of Government, welcomed the visit of Bill Gates to Dubai, noting that Gates' visit is in line with the Dubai School of Government's efforts to foster cooperation with global leaders in research and technology.

Discussions also touched on regional studies undertaken by the Dubai School of Government in the framework of the e-Government initiative it launched in collaboration with leading non-governmental and private sector institutions, including Microsoft.

Microsoft and the Dubai School of Government announced the launch of the e-government portal in support of development and modernization programs in Arab countries.

Through this portal, the Dubai School of Government seeks to facilitate the exchange of e-government information and expertise, disseminate best practices, and implement e-government programs and solutions common to Arab governments.

Nabil Ali Alyousuf said, "Thanks to our cooperation with Microsoft, we will provide training programs and software which will help us get better results. In fact, Microsoft has repeatedly shown its commitment to support government plans in the region by providing capacity building activities and technical solutions. Dubai Chamber implements unified customers’ complaints system

Dubai Chamber of Commerce & Industry started considering all the complaints received from its customers and clients through the unified customers’ complaints system which the Chamber launched by the end of December 2007, along with all other government departments in Dubai as part of Dubai Government Excellence Program. The implementation of the system goes in line with the Chamber’s plan to improve its corporate performance, enhance effective transparency and ensure better satisfaction of the customers.

HE Eng. Hamad Buamim, Director General of Dubai Chamber, said that the implementation of the system at all Dubai government departments highly contributes to the enforcement of relations between these organizations and the public or customers. It helps enhance their trust with these departments and urge them to improve their overall performance. E-health record system to ensure easier access

An electronic health record system will soon be set up in Dubai as an upgrade of Dubai Health Authority’s clinical computing system.
Following the signing of a Memorandum of Understanding in November 2007 the Dubai Health Authority (DHA) yesterday announced the signing of a contract affiliation agreement with the Harvard Medical Faculty Physicians (HMFP) in this regard.

The electronic record system will have numerous advantages for both patients and healthcare providers, including easier access to records for medical staff around the emirate.

Patients will also be able to choose facilities from which to obtain medical care.

The DHA and HMFP agreement will initialise strategic framework improvements in clinical computing, such as the expansion of the existing electronic medical record system, the establishment of clinical performance measurements and an internal system initiating the set up of the Joslin Centre Diabetes programme.

The agreement will also provide DHA staff, both medical and administrative, with the opportunity to improve competency levels through continuous training.

Director-General of the DHA, Qadi Al Murooshid, stated: “As part of continuous quality improvement within the DHA, the clinical performance measurements will enable staff and management to continuously monitor quality of healthcare providers and facilities and will be part of the continuous quality improvement of the DHA.

He also said that in response to the UAE being diagnosed with the second highest incidence of diabetes in the world, the DHA will be affiliated with the Joslin Diabetes centre to provide a network of clinics for the provision of diabetes services.

“The partnership of the DHA with Joslin will focus on preventive and curative strategies in diabetes management,” he said. Source

Justice ministry to switch to e-mode

The Ministry of Justice is planning to computerise 50 per cent of its services and speed up Emiratisation of the judiciary this year.
This was stated by Dr Ali Al Hawsany, Acting Undersecretary of the ministry, at a Press conference on Tuesday.

The ministry was also giving importance to raising the awareness about the judicial processes in the country among the residents and provide all infrastructure to the courts in the Northern Emirates this year.

Dr Al Hawsany said the ministry’s objectives for 2008 included integration of the legal and judicial processes in the UAE as well as development of alternative systems to settle disputes.

The other focus areas of the ministry this year would be Emiratisation of jobs in the judiciary, development of human resources and development of labour relations.

The ministry was working to create an effective institutional system that could contribute to achieving the targets of the ministry, including speeding up of all judicial procedures, Dr Al Hawsany said.

He stressed that the ministry was keen on cooperating with strategic partners, including international bodies, to achieve its targets.

Modernisation of its services was one of the main targets this year, Dr Al Hawsany said, and added a study was being conducted among different categories of users of these services. A new system would be set up to receive complaints and proposals to help assess the performance of existing services.

The modernisation drive would include simplifying procedures, conducting a study of the texts of judicial proceedings to evolve a mechanism for ensure speedy adjudication of disputes, simplifying the procedures for implementing the judgements and translation of laws into English.

The shift to the electronic process was being planned to ensure accuracy and speed of rendering services as well as protecting the rights of litigants more effectively, Al Hawsany said. The ministry would launch a web site which would feature its services and the laws of the country. Source

Pay your traffic fines by credit cards at Dubai Police kiosks

Dubai Traffic Police yesterday launched a new service for payment of fines for traffic rule violations using credit cards through kiosk machines available in various shopping malls in the emirate or through Dubai Police web site www.dubaipolice.gov.ae.

Colonel Nadir Fikri, Director of General Department of Electronic Services of Dubai Police, said the new service aimed at facilitating easy payment of traffic fines.
It was a vital addition to an array of customer services already available, including Merhaba and Emarat Al Taqdum services for enquiring about the fines and Wap service enabling customers to enquire about the fines over mobile phones. Source

UNB introduces innovative e-services in partnership with Dubai E-Government

Union National Bank (UNB) has announced its signing of a Memorandum of Understanding (MoU) with Dubai's e-government to facilitate e-payment services to the bank's customers. The agreement will enable all UNB customers to settle payments to Dubai government organizations electronically, including settling utility bills, police fines, in addition to recharging Salik tags. By signing this agreement UNB becomes the only bank in Abu Dhabi to offer this facility to its clients. UNB also provides its clients with the service of paying their Utility (Electricity & Water) bills as well as Etisalat bills through the internet.

Unified e-complaint system for visitors

The Dubai Department of Tourism and Commerce Marketing (DTCM) has introduced a unified e-complaint system to attend to the grievances of visitors to Dubai, and complaints, if any, can be lodged through email, fax or by calling toll free number 8007090, it was announced at a recent meeting of officials.

The director-general of DTCM, Khalid bin Sulayem, chaired the Professional Group Joint Meeting held recently to review a wide range of tourism-related issues. Industry professionals and officials from other government departments also took part in the meeting.
The DTCM official praised the tourism industry for posting impressive performance in the year 2007 as well. The meeting was attended, among others, by Eyad Ali Abdul Rahman, DTCM executive director for Media Relations and acting director of Business Development, and Khalid bin Touq, DTCM executive director, Licensing and Classification.
Officials from the Dubai Naturalisation and Residency Department (DNRD), Roads and Transport Authority, Centre of Ambulance Service, Ministry of Labour, Dubai Airports and Dubai Police were also present. Source

Dubai awarded "Best e-Government in Middle East"

Dubai eGovernment announced on Tuesday that it has been presented with the "Best eGovernment Programme in the Middle East" award during the inaugural Middle East Business Achievement Awards (MEBA Awards) at the Leaders in Dubai Summit held recently.
The ?Best eGovernment Programme? award is presented to a Middle East eGovernment department that has demonstrated excellence in the use of the internet, and communications and information technology to provide a comprehensive range of services to the general population and business community.
The award, adjudicated by a jury panel comprised of internationally-recognised personalities, considered factors such as technological innovation, level of citizen participation, integration and efficiency, and user-friendliness of services.
Speaking at the press conference today, Salem Al Shair, eServices Director, Dubai eGovernment, said, "This prestigious award is testament to the quality of electronic services that Dubai eGovernment has offered over the years, and recognises the sincere dedication of everyone at Dubai eGovernment.

Department of Economic Development seals agreement to adopt Dubai eGovernment’s ePayment gateway

Dubai eGovernment has recently announced that the Department of Economic Development (DED) has sealed an agreement to utilize Dubai eGovernment's ePay service, giving DED clients a more convenient and secure online gateway to facilitate payments and other services in real time. Dubai eGovernment's payment facility allows DED customers to check transaction and payment status, settle fines, and generate reports on business activity.

DED joins a growing list of government agencies that have fully adopted the ePay service, further boosting Dubai eGovernment's campaign to optimize adoption by all government departments of the highly efficient online facility. Dubai eGovernment's aggressive online adoption campaign has been carried out in line with the strategic plan of H.H Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai who called for the establishment of a virtual government where customers do not need to physically attend government departments’ offices to fulfill their transactions.
"Department of Economic Development is a critical government branch as it is responsible for charting the economic progress of the emirate. Dubai eGovernment is pleased that DED has adopted the ePay facility, considering financial transactions play a major part in its daily operations. Our network of government departments has grown tremendously and we are on track for our target of 90% online availability of all government departments’ services," said Salem Al Shair, Director, eServices, Dubai eGovernment.

Through the ePay gateway, DED customers can pay fines using credit cards, eDirham or direct debit; facilitate transactions, check status of applications and generate reports showing all companies operating selected businesses. Dubai eGovernment currently facilitates more than 2,000 online payment transactions a day and this figure is expected to increase with DED's entry.
The Dubai eGovernment payment gateway (ePay) has experienced a phenomenal growth in the last four years. In 2003, the facility recorded 205 transactions worth just a little Advertisement
under AED 130,000. The figures skyrocketed to nearly AED 53.5 million from 74,711 transactions in 2006. In 2007, Dubai eGovernment is poised for another record performance with nearly 55,000 transactions worth over AED 38 million in the first half of the year alone, in pace for a projected year-end total of AED 100 million in transactions as more government departments hook up with the ePay facility.
In 2006, the Dubai eGovernment ePay service collected over AED 55 million from all service providers. So far in 2007, Dubai eGovernment has collected in excess of AED 36 million, and with DED joining ePay, this figure is expected to cross AED 100 million by the year end.
Other government departments that have already adopted Dubai eGovernment's ePay platform are Dubai Water and Electricity Authority, Land Department, Dubai Police, Electronic Total Quality Management, Dubai Civil Aviation, Dubai Courts, Department of Health and Medical Services, Dubai Chamber of Commerce and Industry and the Roads and Transport Authority. Dubai eGovernment also extends its eServices to other sectors, providing a virtual payment gateway for semi-government and private services using the most advanced internet payment methods for Tejari, Zakat Fund, Dubai Multi Commodities Centre Polygon and Index Holding. 'Made in the UAE' website to boost indigenous products

The 'Made in the UAE' website that was launched recently by the Ministry of Finance and Industry in partnership with Dubai eGovernment and in cooperation with Tejari.com is expected to boost the demand for indigenous products in regional and international markets.
Several factories from the UAE - involved in the manufacture of construction materials, perfumes, furniture, food products, among others - have already registered on the website, which was launched primarily to market national products domestically and internationally through the internet.
Salem Al Shair, eServices Director, Dubai eGovernment, said: 'A robust business-to-business online marketplace could significantly benefit industries in the UAE, especially at a time when the industrial sector in the country is flourishing. Companies registered in the 'Made in the UAE' website can enjoy a host of benefits that are unique to e-commerce, such as reduced costs, increased sales and greater reach. In addition, the website serves as a channel of communication between local factories and international investors.' DM sign MoU with two universities to improve e-Government

Dubai Municipality, the Cornell University of the US and the Queen's University of Canada have signed a Memorandum of Understanding, under which a joint research team of two internationally-acclaimed universities will assist the civic body in the continued development of its e-Government program.
Eng. Hussain Nasser Lootah, Acting Director General of Dubai Municipality, discussed details of the MoU in a meeting with a delegation of university research candidates headed by Richard Seres of the Queen's Business School, at his office on Tuesday.
The research, part of the Global Business Project undertaken as an executive MBA programme of the two universities, will not focus on the technical details of specific e-government programme offerings, but rather will provide strategic direction to inform and guide DM?s e-Government program moving forward.
More specifically, the university team will assess current DM e-Government initiatives in the context of DM?s strategic plan with the focus being on new services that address priorities of Dubai Municipality as identified in the its strategic plan.
It will also assess DM?s e-Government initiative in the context of the overall Dubai e-Government initiatives and directions to ensure congruence and alignment, and identify major issues in the way of increased adoption of existing e-government services.
The study will also assess feasibility, issues, and opportunities associated with the proposed strategic direction for DM?s e-Government for the future such as increased customer participation in the design and re-engineering of e-services and other forms of added value, development of public-private partnerships to enhance usage of services and generate increased revenues, create a real "e-transformation" by moving toward "zero visits" and a "paperless municipality. Online projects management system launched by Dubai Municipality

Dubai Municipality has launched Sunday an integrated online projects management system that will provide engineers, consultants, contractors and all those concerned a comprehensive database on all civic projects.This was announced in a press conference on Sunday by Rashad Bukhash, Director of General Projects Department at Dubai Municipality, who noted that the online service forms part of the civic body's efforts to maintain transparency in decision-making and simplifying procedures for its internal and external customers. He said the system, named Prism (Projects Information System Management), which is introduced for the first time in the region, will facilitate follow-up of civic projects from planning stage to the final delivery stage. "This system will enable project managers and senior management to follow up progress of work of every project in a constant manner. Because the system is available on the net, all those concerned including private consultants and contractors will be able to access the same through specially-assigned user names," said Bukhash.He added that the system is being introduced in line with the government's policy of maintaining transparency in the decision-making process with regard to awarding projects and their execution. He added that all procedures related to projects would be automated so that consultants and contractors dealing with Dubai Municipality can submit drawings, plans, project programmes, reports, invoices, and approval applications through Internet. "This will also smoothen communication process between the municipality and its customers and save time for all parties involved thereby meeting a strategic objective of fast delivery of civic services," he said. The municipality had earlier held a training workshop for engineers at the General Projects Department, representatives of private consultant firms, and contracting companies familiarizing them with the system and how to use it. Dubai eGovernment and Emcredit sign agreement

Emcredit has signed a technical integration agreement with Dubai eGovernment. Under the agreement, relevant credit and business information from Dubai government departments will be transmitted to Emcredit.
The agreement was signed yesterday by Salem Khamis Al Shair, eServices director at Dubai eGovernment and Bashar Saleh Qallab, CEO of Emcredit.
Some of the data will be included in the credit reporting solutions that will be provided to registered members of Emcredit, while other products will also be developed to aid commercial entities and credit grantors in making informed decisions. Source

Dubai Mercantile Exchange Receives Regulatory No-Action Relief From U.S. Commodity Future Trading Commission - NYMEX Receives CFTC Regulatory Approval

The Dubai Mercantile Exchange Limited announced today that it has received “no-action” relief from the Division of Market Oversight of the US Commodity Futures Trading Commission (CFTC). This relief enables US-based DME Members and their "Guaranteed Customers" to enter orders directly from the US through DME Direct™. In addition, the CFTC issued an order permitting NYMEX and CFTC-registered Futures Commission Merchants (FCM’s) to hold DME customer positions and associated funds in US customer-segregated accounts in connection with NYMEX’s clearing of futures and options on futures contracts traded on the DME.
The DME is set to launch the Middle East’s first and only physically-settled energy futures contract, the Oman Crude Oil Futures Contract, on June 1, 2007 as well as two financially settled futures contracts, a Brent-Oman spread contract and a WTI-Oman spread contract.
In addition, the DME, ENOC Supply & Trading (LLC) and Emirates Airline are currently exploring the development of a jet fuel futures contract in collaboration with other industry stakeholders with a view to listing the first jet fuel futures contract on the Exchange at a later date in 2007.

Workshop For Hotels On E-Services

The Dubai Department of Tourism and Commerce Marketing (DTCM) organized a workshop for representatives of five and four star hotels on familiarize them with its current eServices and future plans. The workshop, held at the Shangri La Hotel in Dubai on Wednesday (March 21) was attended by 80 representatives from five and four star hotels in the emirate. The keynote address highlighted the importance and benefits of eServices in different economic domains, especially tourism. The eServices offered to the public goes hand in hand with the sweeping developments taking place in the emirate and around the world.
The DTCM website was launched in 1996 and the portal’s visibility has been enhanced through a link on the Dubai e-Government portal. The hugely-popular website has been attracting 50,000 page views per day and is available in six languages – English, Arabic, German, French, Spanish and Japanese.The website has been playing a crucial role in broadening the international profile of Dubai by offering vital information about every aspect of the emirate. Europe tops the list of regions from where the hits originated. This is followed by North America, Asia, Africa and Oceania. Among the most-downloadable items by the website visitors are Dubai map, Press releases, business and tourism promotion videos, and photographs. Web camera and hotel directory are equally popular with the surfers. Statistics about Dubai has been placed online by the DTCM’s One Stop Information Centre (OSIC).

Dubai Municipality launches online Advertisement Management Service

Dubai Municipality and Photint Venture Group have announced the launch of a new government advertising management service, branded ADubai, which will offer companies and establishments an opportunity to advertise in the municipality-run websites. This was stated by Abdul Hakim Malik, Director of IT Department at DM, who noted that ADubai offers a multi-feature banner ad management system that not only comes with a sophisticated statistics package, but also provides an intelligent dispersion of advertisements for maximum visibility across 19 bilingual websites of Dubai Municipality, including those for the Used Cars complex and Children’s City.
ADubai is the result of a successful online advertising contract won by Photint Venture Group in association with long-term partners, the Dubai Municipality.
The bi-lingual DM portal attracts over 769,000 hits per month, making it one of the most preferred online destinations for businesses in Dubai.
